Wind development is sharply increasing in upstate New York, particularly in the Finger Lakes Region. Wind power can be a promising renewable energy source, but it can also create complicated issues of public policy and opinion. Municipalities across New York are navigating through an often complicated process, planning for and siting wind power, a technology that most municipalities do not address in their zoning or comprehensive plans.
